Basics

What is PPLI?

PPLI (private placement life insurance) is a whole life policy offered privately, typically to accredited investors, whose value is linked to an investment account set up for that policy. The assets are held by a custodian bank and managed by an investment manager under a mandate. The insurer provides the death benefit and charges fees, but gives no investment advice and does not guarantee the account value.

Is PPLI the same as VUL?

Not exactly, although the terms are often used interchangeably in Singapore. This site distinguishes them by the weight of insurance cover and the carrier jurisdiction. A PPLI death benefit is usually the account value plus a limited additional amount, whereas high-net-worth VUL tends to emphasise higher cover and full medical underwriting. The product summary and policy contract are what count.

How is the death benefit usually calculated?

Common formulas are "account value plus a fixed or proportional additional amount" or "the higher of the sum assured and the account value". Payment requires the policy to be in force and the policy conditions to be met, and any policy debt and outstanding charges are deducted. The exact formula and any cap on the additional cover are set out in the contract.

Is the account value guaranteed?

No. The account value depends on the performance of the underlying assets, exchange rates and two levels of fees, and it may fall below the premiums paid. What the insurer commits to is the contractual method of accounting for the policy, not a market value. Illustrated returns are hypothetical scenarios and do not represent future results.

Structure and investor control

Can I choose which shares the account buys?

Not directly. You may nominate an investment manager and agree an investment mandate within the insurer's rules, and the manager makes day-to-day decisions. The insurer keeps the final say on admitting assets, changing the mandate and selling assets in defined situations. This reflects the US investor control doctrine (IRS Revenue Ruling 2003-91), which binds US taxpayers directly.

Can I fund the policy with an existing portfolio?

Some insurers accept in-specie transfers after reviewing each asset for eligibility, valuation and transfer mechanics; anything not accepted must be sold and paid in cash. Moving assets from your own name into a policy may count as a disposal in your tax jurisdiction, so obtain tax advice before the transfer.

Can a PPLI policy be premium-financed?

Generally not. A PPLI or high-net-worth VUL backed by a self-selected portfolio held with a custodian is not usually accepted by banks as premium-financing collateral. Whether you can borrow against assets held outside the policy is a separate private-banking credit decision, subject to the lender's written approval.

Eligibility, fees and process

Who counts as an accredited investor in Singapore?

An individual must meet one of three tests under section 4A of the Securities and Futures Act 2001: net personal assets above S$2 million, net financial assets above S$1 million, or income of at least S$300,000 in the preceding 12 months. The primary residence counts only up to S$1 million. Eligible investors must expressly opt in, and MAS has said financial institutions should still consider a customer's profile and risk tolerance (5 February 2025).

What fees does PPLI involve?

Fees sit at two levels. Policy-level charges include premium charges, policy or administration fees, the cost of insurance and early surrender charges. Asset-level costs include custody, management, dealing and fund expenses. Policy-level charges are usually adjustable on notice. This site does not quote minimum premiums or fee rates; see the insurer's latest product summary.

Is there a free-look period?

Life insurers in Singapore generally grant 14 days from receipt of the policy documents, refunding premiums less medical and other expenses paid (MoneySense, updated May 2026). For a PPLI already funded in specie or invested, the refund may reflect market value at cancellation, so confirm how assets are treated during the free-look period before signing.

Carriers and protection

Does Singapore's Policy Owners' Protection Scheme cover PPLI?

Largely no. The scheme covers guaranteed benefits, capped at S$500,000 of aggregate guaranteed sum assured and S$100,000 of guaranteed surrender value per life assured per insurer. Investment-linked benefits tied directly to underlying net asset values are not covered (SDIC), and neither are policies issued by overseas branches of Singapore-incorporated life insurers.

Is Luxembourg's Triangle of Security a state guarantee?

No. It is an arrangement between the insurer, a custodian bank and the regulator (the Commissariat aux Assurances) that keeps assets representing policy liabilities separate from the insurer's own assets, combined with policyholder priority in a liquidation. The ACA states it is not a state or capital guarantee; for unit-linked contracts the insurer guarantees units, not value.

What does a Bermuda segregated account do?

Under Bermuda's Segregated Accounts Companies Act 2000, a segregated account is a separately recorded pool of assets and liabilities within a company. A counterparty dealing with one segregated account has no recourse to the assets of other segregated accounts or the general account. It reduces cross-account risk but is not a guarantee of policy value.

Trusts, family offices and tax

Can a Singapore beneficiary nomination be used with PPLI?

Only for individually owned policies. LIA's March 2026 guide requires the policyholder to be the life assured and at least 18 years old to make a nomination, so trust-held or company-held policies cannot use it. A trust nomination is limited to a spouse and/or children and cannot be changed unilaterally; a revocable nomination is revoked by assignment.

Does a policy count towards a single family office fund's AUM?

This site cannot say. MAS Circular FDD Cir 05/2026 (31 July 2026) and the MAS single family office FAQs measure thresholds by "AUM in designated investments" but do not mention insurance policies. Because policy assets are usually not held directly by the policyholder, obtain written confirmation from MAS or a tax adviser rather than assuming either way.

Is PPLI reported under CRS?

Yes, where the holder or controlling persons are resident in a reportable jurisdiction. A policy with a cash value is a Cash Value Insurance Contract (a Financial Account), and the issuing insurer is a Specified Insurance Company that reports to IRAS. The reported cash value is the greater of the surrender amount (before surrender charges and policy loans) and the amount that can be borrowed against the policy. Controlling persons of trust or company holders are generally identified.

Can US persons buy a non-US PPLI policy?

Possibly, but with significant constraints. US taxpayers are directly subject to investor control rules, diversification limits under 26 CFR §1.817-5, a 1% federal excise tax on life premiums paid to foreign insurers (Form 720) and FBAR reporting of cash-value policies. Whether a US person is accepted depends on each insurer's policy. Seek advice from a US tax lawyer first.

Why does this site avoid describing PPLI as a "tax wrapper"?

Because the outcome depends on where the policyholder and beneficiaries are tax resident, how local law defines life insurance, the degree of investor control and local reporting rules. The same policy can be treated very differently in two jurisdictions. This site describes rules and mechanisms only; obtain advice in your own jurisdiction, whether Singapore, Hong Kong, mainland China or elsewhere.
